"Dr. Robert B. Strecker, M.D., Ph.D. practices internal medicine and gastroenterology in Los Angeles. He is a trained pathologist and holds a Ph.D. in pharmacology. In 1983, Dr. Strecker and his brother, Ted Strecker, an attorney, were preparing a proposal for a health maintenance organization (HMO) for the Security Pacific Bank of California, and needed to know the long-term financial effects of insuring the treatment of AIDS patients. As this information was not readily available in 1983, both brothers began researching medical literature to learn what they could about this relatively new disease. The information they uncovered right from the beginning was so startling to them, so hard to believe, that it would dramatically alter both their lives and lead them on a five-year quest culminating with the creation of The Strecker Memorandum, one of the most controversial and informative tools of our time, along with a companion set of documents known as The Bio-Attack Alert."

So the AIDS crisis is back again, and we are now told there’s a perfectly viable national – and global solution, waiting in the wings.
Obama latest Executive Order, the HIV Care Continuum Initiative, is a move towards mandatory HIV testing for Americans visiting their doctor for routine of health check-ups, as evidenced in the bill itself:

“The U.S. Preventive Services Task Force now recommends that clinicians screen all individuals ages 15 to 65 years for HIV.”

In a review of the recent executive order titled “HIV Care Continuum Initiative“, the true function of Obamcarecomes into view, as another incremental erosion of Americans’ constitutional rights. In addition to the violation of individual rights, we see a controlled future by large global organizations and pharmaceutical companies tied to ‘so-called’ philanthropic families…

In a report by The United Nations (UNAIDS) innocuously titled “Treatment 2015“, we see a detailed outline that mentions some of the same goals contained in the recent presidential (EO) and more importantly, this proves that the Obama administration has already conspired with the UN – leaving American voters completely shut out of the democratic process in favour new ‘global governance initiatives’. Clearly, Obama’s new EO-HIV testing provision be directed by this report from the UN:

“In achieving universal access to HIV treatment, an important milestone is passed when the annual increase in the number of adults receiving HIV treatment exceeds the number of adults becoming newly infected with HIV. This transition, first conceptualized and promoted by the United States President’s Emergency Plan forAIDS Relief in its 2012 Blueprint for Creating an AIDS-free Generation, is referred to as programmatic tipping point when the response begins to outpace the epidemic itself.”

In another section with the sub-heading titled “Reconceptualizing HIV testing“, there is more evidence showing a push towards ‘dutiful’ testing:

“Although much has been accomplished in promoting knowledge of HIV status, much more must be done to fully leverage HIV testing as a gateway to HIV treatment.”

The answer seems likely, as most of the statistical information used by presidential EO seemed culled from that very report. It is important to note that the UN provides many such directive reports supported by the Rockefeller family.

In our 21st Century Wire report yesterday, we cited the connections readers need to understand who is likely to be pulling the strings for the HIV Care Initiative signed by the President:

“According to a report by the Council on Foreign Relations titled “The Global Health Regime“ we see some of the chosen parties that could be pushing these mandates behind the scenes. Merck Pharmaceuticals is said to have “initiated efforts to promote universal access to HIV treatment, and later the William J. Clinton Foundation negotiated dramatic price reductions and generic manufacturing of antiretroviral drugs (ARVs).”
Continuing, the CFR report states: 

“In all, more than forty bilateral donors, twenty-five UN agencies, twenty global and regional funds, and ninety global initiatives target health activities and assistance.”
Note also that two weeks ago, President Obama was joined by Bill Clinton and George W Bush during his African holiday, where Bush was praised for his ‘gift to Africans – $30 billion earmarked during his previous presidency for HIV/AIDS treatment in Africa – part of the President’s Emergency Plan for AIDS Relief, also known as PEPFAR, part of the Global Health Initiative. Are these three US Presidents really just acting as sales reps for big pharma? The Telegraph reported last week:

“Mr Obama praised his predecessor’s Aids relief programme which has spent more than £30 billion in close to 60 mostly African countries and saved the lives of more than one million people living with HIV or Aids.”
Follow the money
Mandatory HIV testing in the US is a license to print money for the companies who will be procuring what is already the most expensive HIV test in the world today. So it’s not at all a stretch to describe federally-funded programs like these, whether they be in the US or Africa – as bailouts for the medical industrial complex, and their shareholders who’s majority comprise of the top names in the global banking syndicate.

The Rothschild backed bank JP Morgan Chase, holds most of the major shares in Merck Pharmaceuticals. In 2007, Merck had a huge setback, as the drugs they created to combat HIV, gave people a greater risk of infection. However, the Rothschild’s have been extremely instrumental to the crafting the global directives issued by the UN. It has been well documented that the Rockefeller’s and Rothschild’s fund and support similar cogent enterprises.

After the announcement of Obama’s latest executive order, you can be certain that certain big pharma corps’ share prices are set to skyrocket.

The financial and political threads in this story should come as no surprise to anyone who has followed the exploits of mega market makers. There’s a long history between the Rockefeller family, the UN and the CFR. David Rockefeller was the youngest director of the secretive think-tank. In addition to that, the Rockefeller’s havefinancial ties to pharmaceutical corporations that have developed ‘antiretroviral agents’  for HIV testing. Gilead Sciences, which is backed by the Rockefeller’s, stands to gain quite a bit, from their FDA approved HIV blocking pill called Truvada. Truvada, has been said to reduce viral transmission up to 75%.

On the surface, this seems like a positive achievement, however when one looks into the halls of bio-development we see the possibility of much more sinister past as revealed by Alan Cantwell Jr. MD: 

“Much more likely to have spread animal viruses to human beings is the largely forgotten  Special Virus Cancer Program (SVCP). This  research program  was responsible  for  the development, the seeding, and the deployment of various animal viruses,  which were  capable of producing cancer and immune system damage when  transferred between animal species and into human cells and tissue.”

Cantwell continued detailing this dark history, stating that the “SVCP began in 1964 as a government-funded program of the National Cancer Institute (NCI)  in Bethesda, Maryland. Many of  the top  AIDS scientists, including Dr. Robert Gallo (the co-discoverer of  HIV), Myron (Max)  Essex (of “cat AIDS”  fame), and Peter Duesberg (who claims HIV is not the cause of AIDS), were connected with the Program.”

The implications of this would be staggering, if  the public acknowledged this research.

Could global hegemonic organizations and power-elite philanthropists have deliberately released bio-viruses, only to fund pharmaceutical companies to find ‘cures’ to the very viruses that they helped create?

Could both the Rockefeller’s and Rothschild families hold the key to understanding the ‘political purse strings’ of Obama’s executive order
and the global initiatives that have been summoned by the UN?

James Corbett, political analyst of the Corbett Report, gives a historical context to consider when thinking about the bio-yearnings of the elite, discussing “the American-based Rockefeller-supported crypto-eugenics pedigree of the bioethics discipline”, as summarized here:

“Never before has that decision been made in such a centralized fashion as it is in 21st century society with its increasingly sophisticated medical technologies administered by accredited professionals in clinical settings that must conform to the edicts of boards, organizations, and governmental regulations. The fear amongst a great majority of the American public–a fear that is immediately and roundly mocked by a significant portion of the establishment lapdog media–is that these decisions have led, and will continue to lead, to a society that places a diminished value on the sanctity of life itself.”

We can see how this might be applied to the current health measures and how it could be of paramount concern if government mandates were based on science that is paid for by corporations, that may or may not have your best interest. Given Alan Cantwell’s findings, one has to consider a darker intent.

Obama’s latest executive order, may well have more complex global underpinnings with a provision that is beyond testing the public.

HIV: functional cure is the most likely option—with patients in permanent remission after stopping treatment

Top AIDS scientists were optimistic Wednesday of finding a cure for the disease that has claimed 30 million lives—but said it might not work for all people.

The experts have high hopes for a treatment that will be given at an early stage of infection—most likely a cocktail that includes an immunity booster and a virus killer.

But they said people with a long-running, untreated infection and a compromisedimmune system may never benefit from an envisioned "functional cure"—which means a person retains traces of the virus but no symptoms.

"We have had some very interesting little lights at the end of the tunnel in individual studies," Anthony Fauci, director of the US National Institute of Allergy and Infectious Diseases, said on the sidelines of a Paris conference to mark the 30th anniversary of the discovery of HIV, the virus that causes AIDS.

"It is a difficult road, but a feasible road," he said.

Proof of vaccine feasibility lay with a Thai study dubbed RV144, which in 2009 demonstrated protection for 31 percent of some 16,000 people given an experimental vaccine, said Fauci.

"I think we will likely have a (vaccine that works at) better than 31 percent, but there's certainly the possibility that we won't have a 90 percent," Fauci told reporters.

"And I think there is even a greater possibility that we won't have a pristine cure that would essentially cure everybody who is HIV infected.

"I think it's not only possible that that won't happen—I think it is likely that that won't happen."

Fauci and other scientists point to the difficulties they have encountered to completely expunge the virus that destroys the immune system and exposes infected people topneumonia, TB, and other opportunistic disease.

Antiretroviral drugs slow down virus reproduction, allowing people to live symptom-free lives and slowing transmission to others, but much of the virus hides away in "reservoir" cells only to reemerge and start spreading again once treatment stops.

A team of scientists at Monash University in Melbourne, Australia, is experimenting with an anti-cancer drug to flush the virus out of its hiding place, then to be killed.

"Ultimately, we want a cure that is available to a large number of people," a member of the team, Sharon Lewin from Monash University, told AFP at the conference.

"I think the virus is persistent in people for multiple reasons, not one reason... now we are looking at the virus that hides in the DNA, we are finding the way to take on part of the problem. Ultimately we will need a combined approach, like we had for cancer."

Two other, smaller studies using antiretrovirals at a very early stage of infection, before viral levels build up, have excited hopes of a cure.

One involved a baby in the US state of Mississippi apparently cleared of the virus after being given aggressive antiretroviral treatment within 30 hours of birth.

The other is a small French study of 14 HIV patients, known as the VISCONTI cohort, who started on drugs within 10 weeks of infection and were able to stop the daily treatment after three years, staying healthy.

For Francoise Barre-Sinoussi, a 2008 Nobel co-recipient for the HIV discovery, a functional cure is the most likely option—with patients in permanent remission after stopping treatment.

"The international scientific community agrees that it will likely not be a single drug, but a combination of molecules and drugs with a vaccine that will allow this remission," she said.

An estimated 34 million people are infected with HIV worldwide, and about 1.8 million die every year.

Fauci would not be drawn on the timing for a vaccine for people most at risk, saying only: "It's not going to be 30 years, but it's not going to be a year."

Scientists discover how HIV kills immune cells

Untreated HIV infection destroys a person's immune system by killing infection-fighting cells, but precisely when and how HIV wreaks this destruction has been a mystery until now. New research by scientists at the National Institute of Allergy and Infectious Diseases, part of the National Institutes of Health, reveals how HIV triggers a signal telling an infected immune cell to die. This finding has implications for preserving the immune systems of HIV-infected individuals.HIV replicates inside infection-fighting human immune cells called CD4+ T cells through complex processes that include inserting its genes into cellular DNA. 

The scientists discovered that during this integration step, a cellular enzyme called DNA-dependent protein kinase (DNA-PK) becomes activated. DNA-PK normally coordinates the repair of simultaneous breaks in both strands of molecules that comprise DNA. As HIV integrates its genes into cellular DNA, single-stranded breaks occur where viral and cellular DNA meet. Nevertheless, the scientists discovered, the DNA breaks during HIV integration surprisingly activate DNA-PK, which then performs an unusually destructive role: eliciting a signal that causes the CD4+ T cell to die. The cells that succumb to this death signal are the very ones mobilized to fight the infection.

According to the scientists, these new findings suggest that treating HIV-infected individuals with drugs that block early steps of viral replication—up to and including activation of DNA-PK and integration—not only can prevent viral replication, but also may improve CD4+ T cell survival and immune function. The findings also may shed light on how reservoirs of resting HIV-infected cells develop and may aid efforts to eliminate these sites of persistent infection

An effective vaccine against HIV-1 remains elusive, but one promising strategy focuses on designer antibodies that have much broader potency than most normal, exquisitely specific antibodies. These broadly neutralizing antibodies (bNAbs) can handle the high mutation rate of HIV particles that makes normal, very specific antibodies useless within a short space of time. A study published by Cell Press on March 28th in the journal Cell reveals surprising mutations in these antibodies that are crucial for strong protection against HIV-1. The findings could guide efforts to design better HIV-1 vaccines.

"This study demonstrates a fundamental aspect of antibodies' function and development that was not fully appreciated before," says study author Ron Diskin of the Weizmann Institute of Science. "We show that it will be important to pay more attention to previously ignored regions of antibodies to design effective vaccines."

Scientists have recently found that some HIV-1-infected individuals produce bNAbs naturally several years after infection. Animal studies have shown that these antibodies are very effective at protecting against and controlling HIV-1 infection, but what makes them so effective was unknown. Antibodies are Y-shaped molecules, and most variation is found at the two tips of the Y, called the complementarity determining regions, where antibodies make direct contact with the virus. On the other hand, relatively few mutations have been found in framework regions (the bottom half of the Y), which maintain the structural integrity of the antibody. Until now, the role of framework region mutations had been unclear.

The study, led by Michel Nussenzweig of Rockefeller University and Pamela Bjorkman of the California Institute of Technology, has revealed that HIV-1-fighting bNAbs accumulate mutations in framework regions, in contrast to most antibodies. Surprisingly, these mutations strengthened the antibodies' antiviral activity while conserving key structural features. The researchers suggest that several years are required for infected individuals to produce these potent antibodies because it takes time for the right combination of various mutations to accumulate.

"Our study shows that the immune system has a variety of ways to make effective antibodies and that mutations in antibody framework regions, which are usually not changed when antibodies mutate to increase their efficacy, are required for anti-HIV antibodies," Bjorkman says. "This has clear implications for efforts to raise effective antibodies for the next generation of HIV vaccines."
